The scout who observed the other tribe came back to his tribe and explained to the single ruler how New Fist's tribe simply used the stones for leisure rather than for war as their tribe has done.
Although it was not stated it seemed as though the single ruler's tribe might have ambushed and gone to war with New Fist's tribe.

Many countries have similar resources however, the way they choose to use them is different. Stones were used for leisure time vs. stones being used to create weapons.
There have been many causes for war in history though, this one related to the ones in which there would be territorial gain or economical gain for the single rulers tribe. Examples of this would be the French and Indian War and the American Revolution.

An example of how this is currently happening would be the comments Donald Trump has made towards the leader of North Korea. Both want to be the most powerful and both claim to have the dangerous tools needed to overcome each other.
New Fist's tribe was unsure how to change or what to do to improve their educational system which is what we see occurring in our government at the moment. Those making the decisions are the ones who aren't in the classroom and we are seeing the negative affects because we are no longer the strongest county when it comes to education.
